The Branch provides cross-divisional platforms and services such as IT infrastructure and business applications; provides reliable and secure technical infrastructure within a context of strict adherence to approved confidentiality and security guidelines and procedures; and identifies opportunities where the use of information technology can improve OPCW business in terms of efficiency and effectiveness.

The IS Business Application section is responsible for :
The configuration, support and maintenance of Commercial off-the-shelf (COTS) / Software as a Service (SaaS) applications comprising the OPCW’s Enterprise Resource Planning (ERP) solutions.
The implementation, configuration and support of other COTS administrative applications not forming part of the new ERP solution.
Supporting all queries and reporting tools, comprising multiple modules, to automate administrative and program support functions of the Organisation.
Providing the support in conceptualising, managing and coordinating of the design, implementation and maintenance of OPCW application systems, software packages, systems integration and business intelligence projects.
The in-house design, development and implementation of software applications.
1. Develop and own technical governance for Microsoft 365 including developing roadmap for roll out of Tools necessary for collaboration and productivity inside OPCW. Provide Technical leadership and be point for escalation for technical challenges related to Microsoft 365. Research new developments in technologies specifically for the modern workplace systems (.Net, SharePoint 2019, Microsoft 365/Azure AD, Okta etc); make recommendations related to the introduction of new technology that is appropriate to the organisation’s automation needs; make recommendations for the evolution of the modern workplace platforms and lead the implementation of agreed platform changes.
2. Manage and execute application development projects in all their phases with minimal or no technical supervision. Analyse requirements in cooperation with project managers and key business users, prepare functional and technical specifications, derive effort and cost estimates, design solution architectures, develop, test, and implement the solutions. Perform reviews of requirements documentation, solution designs, estimates, project plans and technical deliverables produced by in-house developers as well as external partners.
Design and develop maintainable software solutions using Microsoft Technologies (Microsoft 365/ SharePoint 2019/.Net) and reusable solution components that maximise the use of platform functionality and minimise customization/coding. Provide Level 3 support on all newly developed and legacy applications as needed. Integrate and implement OPCW security standards and measures in developed application systems.
3. Assist in preparing technical and commercial specifications as well as evaluations of software products and/or application packages; perform system and acceptance testing; carry out the deployment of solutions and components to production; Perform regular evaluation of system performance and functionality.
4. Produce technical documentation for all accomplished work; assist in preparing the appropriate user documentation, including governance documents for the OPCW collaboration platform (Microsoft 365/ SharePoint 2019) & Identity Management Platform (Azure AD/ Okta); provide and coordinate user support and training.
Education (Qualifications):
- Essential: An advanced university degree in computer sciences, software engineering or another numerate discipline; a first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree. Equivalent or specialised training in combination with minimum 11 years of qualifying experience may be accepted in lieu of a degree.
Essential:
- At least five years of recent experience in Microsoft-based software development (c#, ASP.NET, MVC, REST API, SQL Server, Visual Studio, Team Foundation Server, etc.)
- At least three years of recent experience in designing, developing and maintaining solutions using Microsoft 365 (SharePoint Online/ MS Teams) and SharePoint 2019.
- At least three years of Web development experience, including the use of commonly used JavaScript frameworks (Angular/React) & TypeScript
- At least 2-year experience in developing client-side solutions on Microsoft 365/SharePoint 2019 using SPFx, PnPjs & Microsoft Graph APIs.
- Experience in business (process) analysis, requirements specification and effort estimation.
- Experience in project management or technical leadership of software projects
- Experience in the domain of document management, workflow automation, content management and records management in Microsoft 365 (Power Automate / SharePoint Online).
- Good understanding of Microsoft’s SharePoint/Microsoft 365 roadmap and its impact on application design.
Desirable:
- Experience in metadata/taxonomy management.
- Experience in document/record migration projects (to SharePoint), including the use of automation tools.
- Experience in software project management following a recognized method, with demonstrated abilities in terms of project planning and estimating, work assignment.
- Solid knowledge of product and application lifecycle management; practical knowledge of developing, testing, deploying and maintaining small to medium software solutions.
- Ability to analyse problems, react quickly and demonstrate sound judgement in problematic situations with minimum supervision.
Excellent organisational skills for own work and the work
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.
The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.
The mandatory age of separation at the OPCW is 65 years.

Fixed-term staff members participate in the OPCW Provident Fund. A monthly staff contribution is met with a doubled amount by the OPCW under the provisions for social security. As the OPCW is exploring membership of the United Nations Joint Staff Pension Fund (UNJSPF), staff participation in the Provident Fund may be replaced by participation in the UNJSPF effective 1 January 2025.
